Telephone Service

Purpose

The following describes required standards for telephone equipment and customer-owned internal wiring for use in the provision of basic telephone services. It is also intended to provide specific guidelines to suppliers of telephone instruments, which will be connected to CWD’s network. Compliance with the requirements outlines in this document will ensure that customer-owned internal facilities are for the purpose and will operate at optimal levels with CWD systems.

Telephone Standards

The following standards are mandatory and apply to telephones connected to the CWD network:

  • EIA 470-B – Telephone Instruments with Loop signaling (July 1987)
  • FCC part15 – Radio Frequency Devices (April 1999)
  • FCC part 68 – Connection of Terminal Equipment to the Telephone Network (October 1998)
  • UL 1459 Second Edition – Safety for Telephone Equipment
  • UL 94 – Safety for Test for Inflammability of Plastic Materials for Parts in Devices and Appliances (May 1998)
  • ITU E161 – Arrangements of Digits, Letters and Symbols on Telephones and other devices that can be used for gaining access to a telephone network

To ensure an even higher level of reliability, CWD has developed the following standards which are discretionary:

  1. Telephone instruments supporting flash hook duration in the range of 400 to 800 ms
  2. Telephone instruments designed to operate under the following environmental conditions
    • Operating temperature range of up to 40?C
    • Relative humidity of 5% to 95% at temperatures up to 40?C

C&W Specific Requirement

For connection to CWD’s network, telephone instruments must be equipped with RJ 11 Jack for 2-wire connection.

Interior Wire

The following standards are mandatory, and apply to interior wiring connected to the CWD network:

  • FCC part 68 subsection 68.213-215 – Installation of System Premises Wiring (October 1998)
  • EIA/TIA 568 Commercial Building Wiring Standard (October 1995)
  • UL 1581 Standards for Safety for Reference Standard for Wires, Cables and Flexible Cords (June 1999)
  • UL 444 Standard for Safety Communications Cables (June 1998)
  • UL 1863 Standard for Safety for Communication Circuit Accessories (June 1998)

To ensure a high level of reliability, it is recommended that: Modular Jacks are of the gel-filled type.
